typewriter.codex.open	/tw codex, /tw codex tracked and /tw codex <category>.

The extension declares this permission with an operator-only default. It appears in your permissions plugin: grant it to the groups that may use /tw codex, for example in LuckPerms:

/lp group default permission set typewriter.codex.open true

Opening a menu from a Category Menu action or from a button needs no permission. Tracking itself is not gated by this extension.
